What is a non-ECR passport?

A non-ECR or ECNR (Emigration Clearance Not Required) passport is issued to people who can travel to other countries for tourism or business purposes without having to pass emigration clearance. To be eligible for an ECNR passport, an applicant must have the specific educational qualifications listed on the Passport Seva website.

 

The current eligibility requirements are as follows: An applicant must ensure at least one of them to be eligible for travelling without emigration clearance:

 

  • The applicant must have passed their 10th grade with valid documents as proof.
  • The applicant must be of or above 50 years of age.
  • Applicants with a diploma in polytechnics or nursing from any recognised institute.
  • Applicants who have spent at least three years overseas.
  • Income taxpayer with an established income source.
  • The spouse or child of an income taxpayer.

 

How does a non-ECR passport differ from an ECR passport?

An ECNR passport differs from an ECR passport in several ways. Here are some of the key differences that a passport applicant must note.

Why is a non-ECR passport needed?

A non-ECR passport is a regular passport that enables Indian passport holders to travel the world easily without having to worry about immigration checks while being able to work flexibly and travel quickly. However, while an ECNR passport is highly beneficial, it is also essential to note the critical role an ECR passport plays in safeguarding Indian citizens.

 

An ECR passport protects Indian citizens who have not completed their formal education from exploitation and violence when working in a foreign country—specifically, the 18 countries listed above.

 

How to apply for a non-ECR passport?

An Indian citizen applying for a non-ECR passport can do so online using the Passport Seva website. After checking whether you are eligible for an ECNR passport when applying, you can select immigration check not required when prompted as a part of the form.

What documents are required for non-ECR passport?

The following are some of the documents required to avail of a Non-ECR passport:

ii) Birth Certificate issued by Municipal Authority or any office authorised to issue Birth Certificate by Registrar of Births and Deaths

iii) School leaving certificate / Secondary School leaving certificate/ Certificate of Recognized Boards from the school last attended by the applicant or any other recognised educational institution

iv) Passport copy of the government servant
All persons having educational qualifications of matriculation and aboveMatriculation or Higher Educational Pass Certificate
All persons above the age of 50 yearsi) Birth Certificate issued by the Municipal Authority or any office authorised to issue Birth and Death Certificates by the Registrar of Births & Deaths

ii) School leaving certificate / Secondary School leaving certificate/ Certificate of Recognized Boards from the school last attended by the applicant or any other recognised educational institution
All children up to the age of 18 years. (For re-issue of passport, after they attain the age of 18 years, documents to prove their non-ECR category have to be submitted, else ECR stamping will be done)Birth Certificate issued by Municipal Authority or any office authorised to issue Birth Certificate by Registrar of Births and Deaths
Income-Tax payers (including Agricultural Income-Tax payees) in their capacity, their spouses and dependent children below the age of 18 yearsi) Proof of assessment of income tax and actual payment of income tax for the last year
OR
ii) Income Tax return statement (with income tax being paid by the applicant) for the last year that is stamped by income tax authorities and a copy of the PAN card
Note: i) Proof of payment of advance tax is not sufficient. You need to submit additional documents as specified above
ii) Applicants submitting NILL income tax return statements are not eligible.
For spouses, a certificate signifying the relation
i) An attested copy of the marriage certificate issued by the Marriage Registrar must be submitted. For verification, the spouse's name needs to be endorsed in the applicant's passport.
OR
For dependent children, a certificate signifying the relation
i) Birth Certificate issued by Municipal Authority or any office authorised to issue Birth Certificate by Registrar of Births and Deaths
OR
ii) School leaving certificate / Secondary School leaving certificate/ Certificate of Recognized Boards from the school last attended by the applicant or any other recognised educational institution
Persons possessing a year diploma from any institute recognised by the National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT), or persons holding a year diploma/equivalent degree from institutions, such as Polytechnics recognised by the Central/State Governments of IndiaPass Certificate issued by the Institute
Nurses possessing qualifications recognised under the Indian Nursing Council Act. 1947Nursing Certificate
All professional Degree holders, their spouses and dependent children. Examples of professional degree holders are Doctors holding MBBS degrees or equivalent degrees in AYURVED or HOMEOPATHY, accredited Journalists, Engineers, Chartered Accountants, Cost Accountants, Lecturers, Teachers, Scientists, Advocates, etcCertificate of the professional degree held
For spouses, a certificate signifying the relation
i)An attested copy of the marriage certificate issued by the Marriage Registrar needs to be submitted. For verification, the spouse's name needs to be endorsed in the applicant's passport.
For dependent children, a certificate signifying the relation
i) Birth Certificate issued by Municipal Authority or any office authorised to issue Birth Certificate by Registrar of Births and Deaths
OR
ii) School leaving certificate / Secondary School leaving certificate/ Certificate of Recognized Boards from the school last attended by the applicant or any other recognised educational institution
All persons who have been staying abroad for more than three years (three years could be either in one stretch or broken) and their spousesPassport copy (first two and last two pages, including ECR/Non-ECR page and the page of observation (if any), made by Passport Issuing Authority)
For spouse's certificate signifying relation
i)An attested copy of the marriage certificate issued by the Registrar of Marriage
OR
ii)Spouse name should be endorsed on each other's passport
The applicant has to submit a written statement detailing all the dates of exit and entry into India and produce the passport for verification. (Format: Sl. No, Date of Exit. Port of Exit, Page Number of passport containing the stamp, Similarly details of the corresponding entry. The last column should mention the number of days spent outside India. This should be more than three years (1095 days).
Seamen who have Continuous Discharge Certificates (CDC) or Sea Cadets and Deck Cadets

Who have passed the final examination in three years of B.Sc. Nautical Sciences courses at T.S. Chanakya, Mumbai, and Who have undergone three months of pre-sea training at any of the Government approved training institutes, such as T.S. Chanakya, T.S. Rehman, T.S. Jawahar, MTI (SCI) and NIPM, CHENNAI, after production of identity cards issued by the Shipping Master at Mumbai/Kolkata/Chennai
Continuous Discharge Certificate
Persons holding Permanent Immigration Visa, such as UK, USA, and Australia visas.Copy of Immigration Visas or the Permanent Resident card of the country of stay
