A Birth Certificate is mandatory for all individuals who have been born on or after 1st October 2023 because of the regulation in the Passports (Amendment) Rules, 2025 issued by the Ministry of External Affairs. For every person, a single document can be shown, which includes PAN Card, Aadhaar, Driving License, Voter ID or School Leaving Certificate. A Birth Certificate is also required for children. Only one supporting document must be shown.

What Is a Birth Certificate, and Why Does It Matter for a Passport?

A birth certificate is a paper that is given out by the person in charge of recording births and deaths, the local government office, or another local group. It shows when and where you were born and the names of your parents. In India, this paper can be used as proof of how old you are. The passport service makes use of the passport service as one of the methods of identifying you.

  • Voter ID/EPIC (issued by Election Commission of India)
  • Government service records (pay orders, pension papers)

No alternative documents or exceptions are accepted for those born after 1 October 2023.

Is a Birth Certificate Mandatory For Anyone Born After 1 October 2023?

Anyone born on or after 1 October 2023 requires a birth certificate. Under the amendment, no alternative document will take its place. The document should be issued by one of the following sources:

  1. Registrar’s Office of Births and Deaths in the respective area of the applicant. 

  2. The Municipal Corporation that registered the birth. 

  3. Any other authority authorised under the Registration of Births and Deaths Act, 1969. 

Take a child born in Pune on 15 November 2023. A school transfer certificate won't cut it here, and neither will Aadhaar. The parents need the municipal birth certificate, or the application bounces back for resubmission. It's a hard requirement, not a soft preference, which is worth repeating because a lot of parents assume "some proof of birth" is good enough. But it isn't.

Is a Birth Certificate Mandatory If You Were Born Before 1 October 2023?

According to the same 2025 amendment, several documents step in as substitutes here:

  • School leaving, transfer, or matriculation certificate showing date of birth

  • PAN card issued by the Income Tax Department

  • Driving licence issued by the state Regional Transport Office (RTO)

  • Voter ID, also called EPIC, issued by the Election Commission of India

  • Government service records, including pay orders or pension papers

Remember that the cutoff is tied to your date of birth, not to the time you apply. Even if you are applying in 2027, the cutoff still depends on your date of birth, so the date of birth matters more than the year you apply. 

Do Minors Require a Birth Certificate for a Passport?

A birth certificate is the only documentation needed for a passport among minors. Parents applying for a minor's passport should keep this shortlist handy:

  • Birth certificate of the child

  • Passport copies of both parents, or of the applicant parent plus a declaration for the other

  • Proof of address for the child, usually matching the parent's own address proof.

  • Passport-size photographs meeting current specifications

  • Any consent annexure required for single-parent or guardian applications

What Other Passport Rules Changed Alongside This Amendment?

The 2025 amendment also quietly reshaped a few other things. Addresses no longer get printed on the last page; they're stored digitally instead. Parents' names aren't mandatorily printed anymore either, which matters a lot for single-parent households who'd rather not have that detail visible on every border check. 

Several annexures, including some that used to require notarisation, have been removed completely, making the whole form shorter. Along with this, the government has also increased the number of Post Office Seva Kendras from 442 to 600 over five years to make it easier to get services in towns.
